It is one of two rackets in Downtown.
you could start weakening it up after speaking with Donovan in the story mission “Compromised Corruption”.
The main objective of this mission is to remove the enemy lieutenant Frankie Bernard from his position.
You will be able to weaken the racket in various ways that are described below.
Important - prior to beginning weakening this racket, you should install wiretaps in all boxes in Downtown.
Harold Cauley is a journalist that can help Lincoln in determining the ways of weakening Frankie’s racket.
Finding Harold can be a bit troublesome since he is located on an underground parking lot.
They will lead you to the parking lot.
After the interrogation it’s possible for you to kill or recruit each courier.
This objective will be unlocked after you interrogate one of the couriers.
It is an unordinary objective since it isn’t connected to any specific point on the map.
Instead of that, you must travel through Downtown and look for a cash transport.
It will be a black limousine and an example encounter with it is shown on the above picture.
Don’t attack the limousine - it won’t weaken the enemy racket.
Instead of that, you must follow it to the meeting place with the corrupted official.
Keep a safe distance from the vehicle you are following.
Once you reach the location of the money transfer, you’re able to attack the enemies.
Don’t let anyone escape with the money or you will have to chase him.
Collect the money once the fights are over.
This will weaken the enemy racket by more than 10 thousand dollars.

Frankie can be found in the office on the first floor of the baths.
Move slowly towards the office.

Kill or recruit him.
Important- At the end you must decide who will receive the racket - Cassandra, Burke or Vito.
Each of them will offer you a different bonus in exchange for the racket.
