This happens regardless of whether you used to back Ali or not.
At that point, without consulting you, Reza dashes to the aid of his cousin.
This results in a QTE event, where you cut through the escaping crowds.
The key moment is when you take cover behind the yellow car.
You have to wait for the military to stop firing for a moment and move on.
After a while, you will have to do that again.
After you reach Ali, you will have to help him.
There is no way to go wrong performing these actions.
The plot will wait until you do it correctly.
After you are done, all will start to run.
