The garrisons is the second location on your way to theRunic Hall(Assault on the Citadel).
Due to the barricade, it’s possible for you to’t just enter the right part of the location.
It will be unlocked once you complete your mission and get back to this location.
It’s best to look around, as you’re able to come across tworecipes.
