After going in, turn right and approach the railing.

At the fork underground (right after finding the previous Dog Dag), take the left corridor.
Reach the end, jump down and turn around.
Examine the area to find a large container on the left, and climb it.
When you get there, take a slight left turn.
The dog tag is lying by one of the closed gates.
It’s under the stairs, where it’s dark, so use the flashlight.
