This Dying Light 2 game guide page contains the location of all the Windmills in the Garrison district.
Teak Windmill
Activation rewards:
Jump on the first metal element when it goes down.
Lean to the left, wait for it to move up and quickly jump on the rope.
Quickly turn back, swing on the rope and jump to the other metal element.
You will find a ladder to the right - it will lead you up.
Juniper Windmill
Get on the wooden planks and stand on the ledge.
Finally, turn around, wait for the bar to take you up and jump on the wooden boards.
Climb the ladder to the top and activate the windmill.
Hickory Windmill
Get on the boards and jump on the first metal bar.
Wait until you align with the second bar and jump on it.
Turn around, wait for the bar to move up and jump onto the wooden planks.
Then jump to the planks on the right and climb to the higher level of the structure.
