You will get some Sea Wing aircrafts - use them to suppress enemy vehicles and infantry.
They should have support from the known Rocket Angels.
You must destroy units attacking power cores as quick as possible.
This is not difficult, but you have to hurry up.
Repair the Fortress Power Cores;

Protect the Fortress Power Cores;
The next Allies units will come on fortress.
Beat them and wait for help.
Fleet will come to you, which you fight at the beginning, and MCV.
Unpack them near other buildings.
To do the same with the other vehicles that can be able to unpack.
Build some refineries near the ore[3]located in the western part of the fortress.
Create some additional Sea Wings in the yard[4].
They will be useful to destroy ships which will soon attack your fortress.
Train additional Rocket Angels.
They will also assist in the fight.
As far as possible, repair guns set on the fortress.
Armor yourself with Kamikaze units also.
Your ally should take care of cores defense[1] [2].
Check them from time to time.
Engineers are needed to repair cores.
So it was good to keep a few on standby.
Destroy the Allied Assault Forces.
The enemy navy will soon arrive.
Use your air units to destroy them.
Move all you air and water forces near the enemy base in the southwest.
Let the Shogun units shoot Allies buildings from a distance.
Destroy all Allies buildings in this region.
