Move to the lobby.
Use theTorch Lighton thePart of Phosphor Traceand follow it.
In the center of the room execute the same action - trace leads to the tower.
Once again useTorch Lighton thePhosphor Trace, noticing that it leads to the fence on the right.
Go behind the tower.
Examine theStack of Needlesand dig in it - you’ll find aStraw.
Use theHookto open theGratingand go inside the cable chute.
Unfortunately, the further way is blocked by junk.
Notice the whale - he looks hungry.
Use theTorch Lighton theBaitin your inventory, obtainingGlowing Bait.
Hang it on theHook.
The whale will charge the chute, clearing your way.
Go to the wrecked cable boat and get inside.
You’ll see there unconscious Goal, lying on the couch.
