Start by interacting with the light switch and approach the room with the hostage.
Stand in the spot shown in the screenshot.
Press the decoy button/key.
After you succeed, pick up the corpse and carry it over to the neighboring corridor.
Deal with the next guard in a similar way.
There are two guards only left.
Fortunately, Fisher isn’t defenseless in situations like that.
Irrespective of how you got rid of the enemies, approach the hostage to free him.
Unfortunately, you will learn that the hostage isn’t Kobin.
Listen to the conversations with your allies and wait for the main character to reach the rooftop.
