to unlock this quest you must speak toFinzin.
He can be found in theCliff’s Edge(M6.2).
Finish the conversation and go east from your current location.
Start a conversation with theTormented Levy(M6.3).
How the conversation goes isn’t very important, simply click through it.
In its course you will receive 2 experience points.
Once the conversation is over, go back toFinzin(M6.2)and talk to him.
Use persuasion to convince Finzin that he should give Argus another year of life.

Finish the conversation and move towards the nearby table (slightly to the northwest).

This will trigger a short cutscene and provide you with some experience points.
Once you regain control, click through the dialogue options.
This will start another cutscene and then end the quest.

Go to the mentioned place and start the conversation withSigyn(M5.1)who is theCaptain of Levies.
Tell the Captain about the trouble with Levy.
