Before you could start crafting gadgets, you oughta take care of two important things.
Note -System Keys can also be obtained in a different way, i.e.
by hacking into the phones of passers-by.
Every one per several/a dozen-or-so hackings, you should obtain this ingredient.
Note - a shop that offers the ready-made gadgets opens up further into the game.

After you meet the above requirements, you’ve got the option to start crafting gadgets.
Always start by bringing up the inventory screen.
Then, highlight the gadget that you want to craft and spend the components to craft it.
Note - you’ve got the option to craft new gadgets at any point throughout the game.
