Get inside and go to the tower - Amy must leave her crossbow to the guard.
Get into the elevator.
Being in the tower, talk to soothsayer.
You will get alottery ticket.
Then go upstairs and talk to minister Tiberius.
After dialogue, go to the elevator, in the hall Amy will get back hercrossbowwith additional twobolts.
Leave the building and go to Market District East (on the left from Ministry of Energy).
Go to the left and to the alley behind the Reaper Cultist.
Now go to well (on the right from Gus' stand) and talk to Nelson.
Ask him if you could read for a while and choose a book about calligraphy.
You will be given abook, come back to the market.
Tell him to draw a portrait of Tiberius.
Go to the alley where Clem is, and press the chalkboard on the left side of the door.
it’s crucial that you draw a symbol from the seal which is on the letter to Danton.
Look at this symbol (PPM) and bring up the book about calligraphy (PPM).
On the last page you will find the symbol from the letter.
Notice how exactly it looks.
Knock to the door five times and push the buzzer four times.
Talk to the man and give him the letter to Danton.
After a while, Danton (who is woman) appears.
After dialogue with her, leave the resistance hideout (exit upstairs).
