Skoog has the passibve ability which gives him a chance to stop the bullets in mid-air.
Take into account that not every attack, even with a high chance of hitting, will reach him.
The aforementioned large building can be a good place to attack Skoog and other enemies from above.
Skoog is not the only troublesome opponent, because a newMed-Botwill also take part in the battles.
After the robot is immobilized you should have enough time to destroy or at least significantly damage it.
