The quest is related to an expedition to the north.
to make it push the story forward you must meet withcaptain Schael Corwin.
You will find her always someplace close to the entrance to the currently visited location.
Tell her you want to go north (the first dialogue option - shown on the above picture).
There you will participate in two meetings, first with aHooded Manand then withImoen.
You won’t be able to influence the outcome of any of the meetings.

Go back to the main chamber on the ground floor of the palace(M2,7).
There you will be forced to participate in a new Council meeting.
The first stop on the expedition route isCoast Way Crossinglocation (M7map).
