It is one of the Heleus Assignments (side quests) inMass Effect: Andromedagame.
This quest can be unlocked during your exploration ofKadarawilderness.
In this quest you must learn the reason of exiles' odd behaviours.
you’ve got the option to unlock this quest by exploring the area east fromSlumsonKadara.
When you get there speak with one of theexilesand you find out that something is not right.
Thedatapadis in exiles' room and by examining it you could read an observational journal entry.
After the scanning you’re able to listen toSAM’scommentary.
Go south and soon you should come across a new bigger building.
Go inside and talk to one of thescientists.
You learn about the conducted (unethical) experiments.
During the conversation you’ve got the option to ask additional questions but this step is optional.
Interact with the mind control gear and you will have to make a choice.
