You receive new objective, after Garrett approaches the reactor with the artifact inside.
I recommend that you start with exploring the area.
Climb down the stairs on the left and collect thenote (Laboratory Repair Report)from the chair.
Now, climb up the stairs and reach the top balcony.
Gain speed and leap to grab the rope.
Then, climb down and jump towards the North-Western ledge.
Again, leap towards the rope, climb up and jump towards the upper balcony.
Once again, take the stairs around the central reactor and climb down.
Search the interactive lever hare and give it a pull.
Go now to the central balcony, i.e.
the one with the two turning wheels, shown in the above screenshot.
The plan assumes that you arrange the elements in the positions in which they resonate.
You should notice that the crack in the reactor’s shaft got bigger.
Decrease the pressure and repeat the above actions twice.
A small explosion, which occurs as a result, will enable you to pull up the reactor.
Walk over the narrow plank, jump towards the reactor and pick up theartifact (Primal Stone).
After you watch the cutscene, you will find yourself in the sewers.
