There are few ways to convince Papa to break the alliance.

Show it to Papa Khan - he will kill Karl after a moment#2.

You have to convinceRegis,Jack,DianeandMelissato support you.
When it is done, scroll down to theending.
You’ll find thereLegion slave ledger#1.
Show him the book and you’ll get his support.
It is enough to convince one of them to get the support of both.
As for theJack, it is enough to talk to him with the [Speech 60] skill.
If your skill is not high enough, go and talk toDiane.
it’s crucial that you find evidence that Caesar is hurtful to drug runners.
Return toDiane(MsA:13) who already knows what has happened to Anders.
Ask her about the alliance - she’ll support your side.
