Shimmy to the left, stop in the spot shown in the screenshot, i.e. right after you get past the first corner. Wait here for the guard to go left and jump over the balustrade. Go left, but turn into the first corridor to the right....

Remain on the roof until the general starts talking to the guard, diverting his attention this way. Carefully, jump down, take a few steps forward and climb onto the next roof.
