The Tattered Spire
Go to the harbour, from which you will travel to the Spire. Unfortunately you must leave behind your weapons and the dog. After agreeing on the conditions, you will set sail. When the commandant calls you, go to him at once. On your way you will see Bob, who’s guarding Garth. Unfortunately you’ve got the option to’t save him right now, so just follow the trail.
