Use theRepairability along with the spare parts for make it fully functional again.
You learn that you unlocked the access toBeams & Waves Lab.
Go back to the hatch so you could return toHardware Labs.

When you enter the Lab head to the room on the right.
The weapon that you are looking for is inside of the glassed shooting range presented in the picture.
Making a test shot and getting rid of the Phantom is a good idea.
