You will find them in two shrines located in the tower.
You don’t have to actually have the scrolls to be able to activate the portal.
After the pattern is done the portal will activate.
Just look around and search for glowing spots on the bookshelves.
once you nail all the codes, approach the barrier and the incorrect symbols will vanish.
Do this and the barrier will be gone.

To reach the body of the first Regent, you’ll have to gather 4 keystones scattered across Oldwalls.
The first keystone lies near the soldier’s corpse(1).
The second keystone is in the cabinet in the southern part of the first location(3).
Search for door-opening mechanisms, usually located on the walls(2).
The third key is on the second level of the ruins(4).
The location is called Blade Grave Olldwalls - West.
when you land all the keystones, pop crack open the locks in the central hall.
One more thing - prepare for a difficult fight.
you might learn it through the nearby murals.
The final mural is in the central hall(2), near the northern stairs.
