The center in question is on the big pier and is heavily guarded.
Climb onto that elevator and press the appropriate key/button to set it into motion.
Hack into one of the nearby stationary surveillance cameras.
Switch from one camera to another, until you see the guard shown in the above screenshot.

Quickly, turn left twice, thanks to which you will reach an unguarded area with the router.
Stand behind a good cover and hack into the router.
The final step is about leaving the restricted area safely.
I recommend that you go towards the Northern gate.
